Timothy Charles Bickham Jr., 44, was taken into custody at approximately 2:30 p.m. on Sunday, Nov. 17, after surrendering to Pennsylvania State Police Special Emergency Response Team officers at a residence in the 200 block of Hamilton Avenue, according to the Waynesboro Police Department.
Police explained that they had received a tip earlier that morning around 9 a.m. that Bickham was at the residence. Officers established a perimeter, closed surrounding streets, and attempted to negotiate his surrender. When initial attempts failed, additional units, including PSP SERT, were called to assist.
Bickham, who was alone in the residence, surrendered without incident after several hours of negotiations. No injuries were reported, police said.
The charges stem from an Oct. 1 incident in the parking lot of 604 East Main Street, where Bickham allegedly threatened and assaulted another person. A warrant for his arrest was issued on Nov. 5 for one count each of person not to possess firearms, terroristic threats, simple assault, and recklessly endangering another person.
Bickham was transported to Franklin County Jail, where he is being held until his preliminary hearing on Nov. 26, 2024. The scene was cleared, and streets reopened around 4 p.m.
